There are dozens of manufactures who make 'turn key' boxes that will do this. Why reinvent the wheel? IOW, what's your time worth? http://www.horita.com/ has the least expensive LTC/VITC reader/writers (that I know of). You might also look to the music industry for 'TimeCode to MIDI' boxes. Being mass produced they are cheaper, and you could use the PIC to translate from MIDI baud rate to your required rate/protocol.
