RS used to sell a flux paste in a syringe that would facilitate the
method you describe - Only works well if you use a soldering iron
with a wave/hoof tip.

But your right - flux the pads, plonk the chip down, load solder into
well on tip and then just brush down the pins and hey presto one
soldered chip.
