Just to add to the brain storm session:-

Ink jet transparencies have a special coating that accepts the ink
and allows it to dry. Looking into this might give some ideas, ie.
could even be a way the copper surface can be chemically prepared.

For the photoplotter idea Luxeon make very high power (1W and 5W)
blue LEDs (460nm) used for dental curing. Say aaaahhhh.
