Hi, I use these guys. http://www.olimex.com/pcb/ $26.00 for a double sided, plated through, silk-screened Eurocard (6.3"x 3.9") size PCB. You can panelise 1 or multiple circuits, and they will separate the PCBs. For a 12.6" x 8.8" the cost is $104 I haven't seen anything that comes close.
