There is of course nothing stopping one from baking the PCBs after cutting and before soldering. As long as some drying technique is used, I'd suspect a minute or so of exposure to water during cutting would not be a significant (or even a detectable) detriment to anyone who would be using a tile cutting saw to cut PCBs instead of whatever a real production facility would use.
