Testing these buggers ought to be your first priority - measuring the voltage output with several different resistive loads applied (10% rated load current, 50% and 100% ...). I would *also* beg, borrow or buy a scope to observe the 'ripple' these thing 'put out' - they may wind up being unsutable to power electronic circuits if they were meant to just 'charge batteries'.
