I believe that Microchip's spec originally said +/- 10% (don't have it handy to look it up). As far as I am aware, the later chips, such as the 16F628 and the 12F675 were going to have more accurate internal oscillators than the original internal oscillator designs, but I am not sure if this is actually the case.
