Yep, really really sure. Unless Kenwood built it wrong and nobody figured it out for 15-20 years. And unless I was totally wrong when double checked it just in case. But yes, it does seem the colelctor voltage is being seen on the base, which probably induces the LM317 to just shut down immediately.
