Why not use a second hand plotter? I recall that Oately/Silicon=
 Chip
had a plotter design.

I also seem to recall someone once suggested using embroidery=
 tracing
paper and then applying a coating of some kind that transferred=
 by
dissolving the paper leaving the pattern on the PCB.
