I'm trying to reverse-engineer a 1990-vintage piece of electronic
equipment, a FSR student response system keypad that has long since been
abandoned by the manufacturer.  It has a microcontroller with a Rockwell
logo, but no other useful identification: it's obviously a custom
mask-programmed part.  The pinout doesn't match any 65xx or 80xx
controllers that I've looked up, does anybody recognize this pinout:

40 pin DIP package
Ground on pin 40
+5V on pins 21, 22, and 39
Reset on pin 20
Crystal between pins 1 and 2
Apparently a hardware UART on pins 23 and 25
