It might help when you mention which programmer you are using. My ICSP
programmer (Wisp628) is designed to take its Vdd from the target, but it
can be 'fed' by another means, in which case the Vdd's should not be
connected.

BTW it might be wise to make sure that the LVP pin stays low.

During programming all I/O pins that are not involved in the programming
are inputs. But in the whole programming process there might be brief
periods where your program is running.
