The Romans never worked out the advantages of doing it at all !!!
Hence their arcane numbering scheme.

Or, should that be, eleven is three in base 2?

nought, one, ten, eleven, one hundred, one hundred and one, one hundred and
ten, one hundred and eleven, one thousand, ... .

Of course, it may well be argued that the NAMES of the whole powers of the
base in the decimal based system implicitly specify the base.
