Broadly, I would say that a good starting point would be to estimate or measure the 'paths' (for physical length and RF path loss) over which you wish the various nodes to operate ... this will guide you in your 'link budget' analysis and help you in your selection of frequency band, RF output power, receiver sensitivity and antenna heights and gain ... this is irrespective of the data or message 'protocol' (mesasge handling) to be used ...
