You're going to have problems with this.  A much more accurate solution is
to put a 32.768KHz watch crystal on timer 1 which can then wake the PIC from
sleep every 2, 4, 8, or 16 seconds depending on the prescaler setting.  No
clock cycles will be lost during the powerup time either.  Overall accuracy
will be as good as the crystal.
