unreliable startup can be the oscillator not starting.  I once had a prob=
lem
like this when I thought the crystal I was using needed 22pf caps, but
actually needed 18pf.  If you have a scope, you can check that the
oscillator is actually oscillating.

My circuit works only properly in terms of
