MPLAB worked OK for me with Wine 0.0.2 using it in "unmanaged" window mode running from the native Win98 DLL set in Win98 mode. I didn't use it much, but it seemed to assemble programs correctly. I'd suggest getting the latest development snapshot from the winehq site. I had much better results when using a Windows 98 install as a base, mounting the Windows filesystem then configuring Wine on top of that. I expect you might have problems getting the external ports to work with a programmer, but I didn't try it. Good luck!
