Okay folks, look like I found the problem.  And it's a dumb
one at that...

I was using the bare.i boot and color.gz root disk from a
previous installation (8.0 IIRC), but using the install
from 8.1.  Apparently the setup in the older version
was looking for files in a different path and/or linking
the install dirs differently.

Created new boot and root disks (now required 5 root floppies)
from the 8.1 distrib, and it's works.  So far just installed
a minimal "a" set, so I need to go back and install LILO, etc.
