When I looked into it awhile ago (over a year now...) battery
manufacturers wouldn't sell them 'bare'.  You could buy them with built
in protection circuits (in a pack, even if it was a single cell) from
some resellers.

If you want a Li-Ion battery or cell, go get a cell phone battery.
 There's a wide variety, and they are probably less expensive and less
hassle to get than a single cell from other sources.
