When I looked into it awhile ago (over a year now...) battery manufacturers wouldn't sell them 'bare'. You could buy them with built in protection circuits (in a pack, even if it was a single cell) from some resellers. If you want a Li-Ion battery or cell, go get a cell phone battery.
