Could be they were hacked and they are trying desperately to manage damage control. I've heard of paypal problems from other people. Accounts being frozen, people losing money (transfering money but not receiving product, paypal does nothing and is not liable according to their user agreement, etc). I use it only for occasional transfers and with people I can deal with on other levels. I avoid those that only do paypal, and I don't keep any significant money in my paypal account.
