That can potentially cause more trouble than it is worth. It was tried here (Vancouver, BC) and the result is the "Leaky Condo" fiasco. All the new condos were sealed and insulated completely. The result being that they would never dry out. Then the mold, mildew and rot set it, which broke all the seals, and let the rain pour in.
