I think it's true that many taxes around the world, especially income tax, were originally war-funding taxes. Most of them were meant to be temporary but have remained, unratified by parliaments or senates, and definitely were not mandated by populations at the time they were introduced. They were given the popular go-ahead as there was no viable alternative to raising money for the war(s) effort though.
