You're right.  I was having no luck because I was trying to paste the
repeats into the same board - when I create a new board I can run
panelize.ulp, then cut & paste into the new board with no problem.  I had
just missed the part about making a new board for the panelized version,
which of course makes perfect sense (in hindsight).
