I think the idea is just to make extra facilities available during the night while all the pub crowd is out and about to stop them using shop doorways and back alleys. It would seem that the theory is if they are drunk enough to need to go in a hurry, then they will go, shame doesn't come into it. From the shame point of view, is it any different to a shop doorway? I cannot recall what the safety guards are to make sure no-one gets trapped as it disappears into the ground.
