The chips that don't have an instruction to read the program memory
cannot do a complete ROM check.  I think that includes all of the 12Cxx
and 16C5X parts, and most of the 16Cxx parts.  Some but not all of the
16Fxx parts can do it, mostly the larger parts like 16F87x.
