The newest software has a diagnostic feature that allows you to turn on all Vdd and Vpp so that you can check them. I was just not getting enough Vpp through to the Pic 628 chip. The 18 series seems to be more tolerant of lower voltages. I moved to an 18vDC and it works great. Also with 10a firmware I get to use the 40 pin Ziff. Also the ISP connector works great.
