Sounds to me like a 16F873 with bootloader, external EEPROM memory, a
LCD display, a 12 or 16 key keypad, a RS232 port and a 9V battery which
should all fit in a small hand held case. Easy peezy Japanesy. Just got
to do the software which won't be that hard.
