AFAIK the whole oparting Vpp regange is OK for programmaning, *except* for bulk erase (which is the only way to get rid of code protectyion, so a programmer can't do without it). So unless you are sure your chips will not be code protected better stick to the narrower Vdd range (I think 4.5 .. 5.5 Volt).
