You may get better quiescent consumption by using CMOS
gates to supply power to the PIC. Each button sends a high
to a 4081 gate. The resulting high from the gate goes to the
PortB pin and also is diode-ORed with other gates to drive
a bypass transistor that supplies the PICs Vcc
