The '032 (and its big brother: epm7064) are easy to work with since they will fit into a plcc-DIP adapter that I got somewhere. The '7128 is in a 84 pin plcc package - what I wound up doing was making a little board that holds a plcc socket and brings out each pin to pins on a bunch of machine pin sockets. Nice, small, simple. I also included a 10 pin jtag header on the board. This allowed easy connection of the PLD to my breadboard. Although they are considered to be obsolete, you can also still get Altera's EP910 in a 40 pin DIP package - 24 macrocells.
