That is a reference to the assembly process.  In many assembly
houses, water souluble flux is used.  The principle here is that if
one of these buzzers were to be mounted to a PCA, then after it went
through the circuit board washing machine (No, I'm not kidding, I've
worked with one) you would peel the sticker off.
