It's not flash. So it's not reprogrammable. So it's useless for development. That's pretty much the end of that discussion. We're talking about parts for hobby or small scale distribution. As Neil has pointed out, the overall cost isn't really that relevant. Now if you bring a 16F872 to the table, then you may be onto something.
