I'm suspecting the charger as well. I can measure 8.4+ volts on the
terminals open-circuit. I'll have to figure out a way to jury-rig it
to insert an ammeter in series to measure the charge current with the
battery connected.

I'm thinking that this just might be the case on the original one.
