I do not think this is the case at all. What they are saying is that they
will not guarantee standard production items to be reliable enough for this
reliability requirement, and if you contacted them about use in a life
support environment, you would probably be advised to use devices which have
been checked and inspected to MIL standard levels.

This sort of statement is not uncommon, I am aware that National
Semiconductor have had this style of statement in their catalogues for
something of the order of 30 years.
