I thought you had the RC oscillator wired upside down until I noticed that you had the - rail at the top and the + rail at the bottom. Argh! Don't do that. You also managed to confuse yourself with this because you have MCLR tied to Vss, which will keep the chip permanently in reset. There are no LEDs "rated at 5V". Perhaps you mean one with a built in resistor.
