I have a 74LS06, and with that selected the set/clear buttons turn on and
off the appropriate LEDs.

yep i have one 16F84A and one 16F84, i select the appropriate one...

Yeah i've replaced one already, same problem :(

it should be fine for my PIC16F84, runs in FREE mode :)

ahwell thats good to here...

there _must_ be something wrong with soldering or a component, i'll check
and resolder some things and try a small cap for RB7 to gnd and see how i
go.
