Both my local well stocked independent hardware store and electrical supply house (here in Virginia) sell direct burial telephone 2 or 3 pair. It is the same type the Verizon phone company uses. Costs about $.26 a foot. It has a solid copper inner jacket, plastic covered, and the wires are floating in a clear waterproof jel. A little messy to work with if you're not used to it, but very waterproof.
