Two things:

1) The 16F84 is for the most part been obsoleted by the 16F627 and 16F628. If
you want to get more information check out my page on the subject:

2) With all flash/eeprom based PIC products, the code protection is transient.
A full chip erasure always clears the code protect bits.

So it's a software issue. What programmer are you using? It may be compatible
with David Tait's FPP software. You can find it here:
