No need for extra controls/etc. here. Just put whatever you want to scroll inside a picturebox and manipulate the Top (for vertical scrolling) of Left (for horizontal scrolling) property to move it up and down when the change event fires from the scrollbar. These properties can be set as negative values (i.e. they off of the screen).
