Sorry, probabilities don't work well when it comes to picking
processor frequencies. (Unless you're willing to have your code run
sometimes and sometimes not, I'd suggest only doing probabilities in
Vegas.)

Have you checked the datasheet? According to mine, the F part needs 4
volts minimum to run at any frequency.=20

The LF variety is good to go at 3.3 volts; in fact, it will run at
4MHz down to 2 volts minimum.
