Low speed USB is a-w-f-u-l-l-y s-l-o-w (i.e. hundreds of bytes per second). This speed would be painful, especially for large chunks of data like pictures. Whether the camera can operate as a low speed USB device or not, though, the PIC would have to act as the USB host to talk to it.
