On their website they charge shipping regardless of order amount.  If the
order is less than $25 they charge an addition $5 for handling.

Are you sure Digikey charged you $4.25 for shipping. I  recently ordered
about 50 dollars worth of parts from them and they didn't charge shipping
but this in the us. If you order is more than 25 dollars they don't charge
for shipping. They seem to be more reasonable than other mail places.
