Jinx, I haven't seen your circuit, but this one works fine:

L o----C1----R1----(Ne)----o N

C1 = 0.33uF 200V R1 = 330R 1W Ne = neon bulb or argon/hydrogen/mercury
bulb with fluorescent coating (lights bright green - brighter than neon).
