There are many designs for such circuits on the web.
Having a good search for such via Google and then discussing the results
here would be a good approach.

Here's a Google found starting point complete with circuit somewhat bit
below your power level
Uses ST electronics Viper IC.

Makers of suitable ICs  include Philips, Linear Technology, ST and just
about everyone else as well.

Suitable metal powder toroids are available which don't need sawing :-)
