My understanding is that active jamming is illegal in most
states, but scattering is not (crushed aluminium foil in
bumper, etc).  But I also wonder how safe this is to other
folks on the street?

the grill of their car ... set all kinds of radar detectors off - and
supposedly jammed police radar.
