It depends on how the bit signal is being encoded to RF.  If it's just 100%
modulated AM, then the receiver has to discover the mid level between a 1
and a 0.  This is usually handled by sending in packets, with each packet
having a preamble with overall 50% 1s and 0s so the receiver AGC can settle
before the packet payload is sent.
