To program a 16F628 using the NOPPP you can try the free software (FPP)
available here:

If you use Windows run FPP and select the TOPIC setting.  If you prefer
a Windows DOS box version use a command of the form "fpp -w0 -h8 -t10
-f628 file.hex" or if you have a DOS-only machine use a command of the
form "fppdos -h8 -t10 -f628 file.hex".
