A few years ago, I had the same problem in an apartment I lived in. My solution was to connect a remote control servo to the offenders main breaker box on the outside of the apartment. Anytime the music got too loud, I could pick up the remote control, push up on it and his power was cut off. I'd wait a few seconds and then push down on the remote and it would turn his power back on. After about 2 weeks he decided that his stereo was too powerful for the cities power supply.
