It looks like the absolutely cheapest part that meets your requirements
is the 16C505. The least expensive mid-range PIC is the 16C620A. The
least expensive flash part is the 16F627.

Obviously, none of the 8-bit PICs will do; they don't have enough I/O
pins. But the absolutely cheapest PIC that I know of is the 12C508A.
