I believe (from my experience with ATI All-in-wonder cards) that Japan's NTSC is "close enough" for many NA TV's to catch on too. Sometimes the colour is a little off but it's definately watchable. The biggest issue though is channels, the channel assignments in Japan are vastly different on the low end, so much so that you miss out on quite a few channels, but this shouldn't affect you.
