You cetainly need a bleed resistor across the start cap And you would be safe to assume at least 10 times the run current on starting up if the compressor has back pressure Another way to go is to fit a non-return valve (there probably is one already) between the comp and the tank, fit an electro valve tee'd in to the pipe from the comp to the non-return valve, power it during the startup to release the pressure during start.
